About the firm and its areas of practice
Ophir Katz & Co. Law Offices is one of Israel’s leading law firms in the provision of legal services and advice to not-for-profit organizations (NPOs) and public institutions, while specializing in higher education.
The firm was founded in Jerusalem by Adv. Ophir Katz, around 40 years ago. The Tel Aviv office was established several years later, which was initially managed by Adv. Miri Katz until she left when appointed as head of the Israel Securities Authority. Today the Tel Aviv and Jerusalem offices are managed by Adv. Ophir Katz and the other partners, Adv. Yair Seelenfreund, Adv. Menachem Lamm and Adv. Nili Sagi.
The firm practices various aspects of civil law, including considerable activity in the field of NPOs and public bodies, and specializing in matters of associations, charity companies, endowments, statutory corporations and not-for-profit corporations registered overseas which operate in Israel.
The firm is recognized in Israel as a leading law firm in NPO law and in the provision of legal services to NPOs, including to institutes of higher education. The firm also practices other aspects of civil law, and in this context corporations and commercial law, including contracts law, IP, land law, land taxation, planning and building, construction and development, estates and inheritances, tender law, labor law, and public law.
The firm focuses on providing legal advice and legal services to corporations, NPOs and other organizations, both in their operating sectors and with respect to their conduct as corporations and organizations. The legal services are expressed in the ongoing handling of all of the clients’ activity including engagements, acquisitions, contracts, tenders, employees, real estate, construction and development, IT, tax (mainly for NPOs), IP, provision of legal opinions, participation in the managing committee meetings (upon request) and the general meetings of any one of the corporations, reporting to authorities, representation before the Registrar of Associations, the Registrar of Endowments, the Registrar of Companies, external authorities, other government bodies and the courts.
In the context of it’s specializing in the field of higher education, in recent years the firm has handled the consolidation and merger of institutes of higher education in the field of education, in the context of realization of the policy of the Ministry of Education and the Council for Higher Education in this regard.
The knowledge of and considerable experience with NPOs, combined with the practice of various aspects of commercial law, gives the firm an advantage in situations where legal services requiring proficiency in these two areas are needed.

Real estate and construction
Extensive consulting in real estate transactions and advice in the field of real estate development (business – income-producing, residential, industrial, etc.), planning and building, various registration actions etc., alongside legal counsel for projects, including counsel from the planning processes, engagement with the various professionals, preparation of contractor tenders, supporting tender processes, engagement with contractors and providing ongoing legal advice during and after the construction.
The firm has vast experience in labor law in view of the fact that many of its clients are manpower-intensive organizations. In this context, and in view of the fact that among the firm’s clients are public bodies (some of which are subject to the provisions of the Civil Service Regulations), the firm has acquired, on the one hand, considerable experience and in-depth knowledge in civil service labor law, and on the other hand, considerable experience and knowledge in the handling of the specific matters and the special employment conditions existing in special frameworks. The firm specializes in individual and collective labor law, and in this context provides its clients with litigation services in the labor courts.
Many of the firm’s clients are subject to the Mandatory Tenders Law. The firm therefore writes tenders in all of the operating sectors of its clients, both large and small, provides legal counsel to and advises bodies participating in tenders and sits on many tender committees, as their legal advisor.
As “public” or “hybrid” bodies, many of the firm’s clients are subject, inter alia, to administrative law. The firm provides its clients with consulting in this field, legal counsel in proceedings and representation before judicial and quasi-judicial tribunals at all instances.
Intellectual Property Rights
Many of the firm’s clients engage in various fields of creation and developments, and in activity in which there are various aspects involving intellectual property rights law, with an emphasis on copyrights. As part of the services that are provided to the firm’s clients, comprehensive advice is given in this field, including the drafting of documents (contracts, NDAs, undertakings, etc.), legal counsel for projects, setting up and support for accelerators (acceleration programs, incubators), etc. Naturally, the firm also works in contact with other government and institutional entities, handling the promotion of issues at Knesset committees, promotion of and participation in relevant legislative processes and other relevant activity on these matters.
Assisted living facilities and senior homes
The firm provides legal advice to assisted living facilities and senior homes, which today, more than ever (in view of the legislation of the senior housing law and the various regulations promulgated thereunder), require hands-on counsel in all of the licensing proceedings, compliance with the new regulation in the field, drafting of disclosure documents and engagement agreements with tenants, collateral to secure deposits / entrance fees, etc.
General civil-commercial law
In addition to all of the above, the firm provides a variety of legal services in the various aspects of civil-commercial law, including estates, wills and inheritances.
The firm specializes also in legal counsel and advice for associations and companies dealing with development levies, including paving and drainage levies, municipal tax (arnona) appeals.
